Is there a handy table or something that can tell me how a character is doing for their level? Or something I can compare a character to, to say "At nth level, I should have AC X, about Y saves, and be able to put out Z as DCs"?

No, because the values in that table would be entirely dependent on the characters optimization level.

At fourth level, you should gain the ability Manipulate Form.

Yes I know it can theoretically be done at level 1 via Pazuzu. It's a joke.

The best that has been done so far (to my knowledge) is compiling the values of average monster parameters (HP, AC, attack, saves) by CR. Of course, the list is of limited use because it makes no assumptions regarding how appropriate the given CR is and also doesn't account for any special abilities.

Still, it's better than nothing:

I'm of the camp that you just pull a random CR = to ECL, and if that character could solo it, or is likely to solo it, then they're about normal.

The only benchmark "rule of thumb" I've run across is for AC:

Recommended AC = 15 + (character level x 1.5)

The appropriateness of this will, of course, vary widely on the campaign, playing style, level of optimization, etc.

Is there an efficient program or something that can do this quickly, so that I don't have to run a fight by hand to test out each character?
