Necromantic prodigy is an inherited template that can be applied to any Humanoid, Monstrous Humanoid or Giant. It represents an individual born with the innate ability to create undead. These individuals are often sickly and awkward, seemingly touched by the grave from birth. Necromantic prodigies are often seen as evil because of their powers but can be of any alignment.

Special Qualities

Undead Afinity: Unintelligent undead do not react to the presence of a Necromantic prodigy unless attacked by them In addition the take a-4 penalty to charisma baised checks towards living creatures, and a +2 bonus to charisma baised checks made towards sentient undead creatures such as vampires, lichs, ghouls, and ghosts.

Animate Dead: A Necromantic prodigy can cast Animate Dead 1/day per character level using their character level as caster level.

Low-light vision: A Necromantic prodigy gains low light vision, this stacks with low-light vision from other sources.

Light Sensitivity: Necromantic prodigies are dazzled in bright sunlight or within the radius of a daylight spell.

Notes:
Necromantic prodigies are designed for use in settings where the “playing with fire” negative energy/undeath rules are in effect. Inspiration was drawn from Ned of Pushing Daises, the Zombie master of Xanth, and the fact that Xykon was able to create zombies as a kid in SoDAlso, this was designed for the Librarium Necromantica.

First of all, the word is "stacks", not "stakes".

Second, most necromancers use Charisma (Clerics with Rebuke Undead, Dread Necromancers with, well, everything undead related). So a Charisma penalty doesn't make any sense. A Con penalty does, but let's not pretend that's a big deal... I expect anyone with this template to apply Necropolitan next.

And Animate Dead as a spell like usually costs a bunch of experience (Spell Stitched) or a casting level (Pale Master) so this should be LA +1 when you're done with it. Furthermore, nobody gets that ability before level 3, and even that's rare (Death Master). Perhaps a spell could provide this template, but it costs the character a level and can only be applied to someone who's already level 6? If so the level adjust wouldn't be needed.

A far more simple way of ensuring that low-level characters don't get the spell is to add a minimum hit dice requirement on the Animate Dead SLA.

Instead of -2 Charisma, perhaps give them a -4 penalty to cha-checks towards living creatures, and a +4 bonus to cha checks made towards sentient undead creatures such as vampires, lichs, ghouls, ghosts, etc? And perhaps even an aura that frightens normal living animals within 60 feet and makes them automatically unfriendly with the base creature?

Ontop of that, you could also make them half all healing from any form of positive energy source such as cure wound spells and the heal spell. This would later be a boon to them if they become an undead themselves, as it would half damage, as per the slow healing flaw being useful for dread necromancers. A flaw when alive, but becomes a boon when they embrace there "destiny".

I'm aware of that. These are the people that do. Making it an acquired template defeats the purpose. If I wanted that I'd have just made it a class.
