Does Rich's Diplomacy work on party members?

We have adopted the change in diplomacy and I was curious if it is used when dealing with party members?

I don't think so. It's not mentioned as something he changed, and the examples are all for NPC targets (often, in groups).

However, it would not be quite as bad for the game to use it on PCs as the regular Diplomacy is.

The ramifications of diplomacy working on PCs are terrible. Don't allow it.
