Dreadful Wrath Frightful Presence

I dont see any mention in the text of this feat regarding if it works against creatures with same or more HD than the player. Did they forget to add it or is it implied since you basically gain Frightful Presence. There is a feat in draconomicon that does the same thing but requires level 6 and that one does affect only creatures of lower HD.

And, as a result, Dreadful Wrath is about as useful to a PC as a screen door on a submarine.

Use Imperious Command + Never Outnumbered if you're wanting to Fear Lockdown. Or, if you happen to be a Dread Necromancer, use the spell Aura of Terror in conjunction with your already (and uncapped HD) Fear Aura and Dread Witch levels.
