Just need a small clarification ,

A warlock which fires a blast has a 60ft increment and counts as a touch spell.

If you use eldritch spear it gives it 250 ft, now does it suffer at all from range increment penalties or does it have the same rolls as the normal 60ft?

The Warlock's Eldritch Blast does NOT have range increments.

Without Eldritch Spear it has a range of 60'; there are no range penalties below this distance and it cannot hit targets further away.
With Eldritch Spear it has a range of 250'; there are no range penalties below this distance and it cannot hit targets further away.

This is correct; EB's range is fixed, with no bonuses or penalties within that range.

And in case you were still confused, spells also do not have range increments. Their range is whatever is listed for the particular spell and nothing more.

Spell Range (http://www.d20srd.org/srd/magicOverview/spellDescriptions.htm#range) + Spell-Like Abilities (http://www.d20srd.org/srd/specialAbilities.htm#spellLikeAbilities) should give you all the rules necessary to support what the others have state above.
