I am looking for a monster whose stat block I vaguely remember reading ... sometime in the last few years; I am pretty sure that it is 3.x. Their main schtick involves a reactive area effect proportional to any damage they take. Creature gets hit for ten damage, everyone nearby has to save or take five damage, something like that. I think it might be a demon or devil and is probably CR 2-4 or so. Does this ring a bell for anyone? Or any suggestions on achieving a similar effect?

Pretty sure you're thinking about the Jovoc, with the Aura of Retribution. Their 'tactics' entry notes that a favorite Jovoc attack technique is to hide two of them behind a wall or something and then rip each other half to death.
