This is the first time I've done something as ridiculous, and I would like to try it. I don't expect him to live, since he'll be in the center of Shadowdale. I have no idea what I'm doing besides Dragonwrought, and I don't know much about kobolds other than, they can be pretty nasty. A recent post, and certain online handbooks keep saying they are a monster to behold. Here is what we have to work with.
Level: 10
Base Starting Class: Cleric
Alignment: Something Evil (don't much care)

You could have kept the discussion in the other thread, but regardless, it all depends on:
A) The level of optimization you seek to attain.
B) How your DM interprests a number of rules (IE: are Dragonwrought kobolds true dragons?).
C) How much crap your DM is willing to allow and how good you are at dodging DMGs.

Web enhancement (www.wizards.com/default.asp?x=dnd/we/20060420a) jungle (http://www.d20srd.org/srd/variant/races/environmentalRacialVariants.htm#jungleKobolds) kobold is probably your best bet on race, and if you're setting up a kobold cleric, you might as well go cloistered cleric with the kobold domain (www.wizards.com/default.asp?x=dnd/we/20060420a) to cover the skillmonkey role as well as being a full divine caster.
With the dragonwrought+venerable setup optimization boards usually mean when they say kobold, your starting stat modifiers will be -4 str, +2 dex, +1 int, +3 wis, +3 cha.
In the other thread, you asked how a spear-chucking lizard could stand up to a giant. The answer is to chuck spells instead.
Clerics are full casters. Leave attack rolls to characters who have nothing better to do.

Venerable or Old? What are those? And where did the whole +3 to wisdom and charisma come from? O.o

Dragonwrought Kobolds don't take penalties as they age...
