If this feat (or a feat like it) is used to learn a new power/spell, and the power/spell in question is on multiple lists, can you choose the most advantages list? Like a wilder getting hustle off of the psychic warrior's list, making it a second level power and taking 3 pp?

It's ultimately up to your DM, but it's certainly appropriate to assume Yes.

I don't think that it's even a question of DM fiat -


Add to your powers known one additional power of any level up to one level lower than the highest-level power you can manifest. You can choose any power, including powers from another discipline’s list or even from another class’s list.

Since hustle is a PsyWar 2 power, if you take it from the PsyWar clas, it's a second level power.

As Kuul mentioned, EK lets you choose the list you take it from. In most cases you would want the lower/cheaper one, but there are niche cases where the higher level (and therefore more expensive) power might be more useful.
