I didn’t know what else to call it, but I have an idea for a villain who is and uses henchmen augmented with monster/meta-human/demon body parts. Like a human archer whose had his eyes replaced with elven eyes to better see, a fighter given an ogre’s arm, or given wings from a griffin/dragons whatever. Anyone know of any source books with something similar?

I can't recall much of anything in a source book, but take a look at xenotheurgy (http://www.giantitp.com/forums/showthread.php?t=205119). It should have what you want.

Well, there's Monte Cook's Chaositech.

I think there's also a bunch of homebrew projects like that. Look up Kellus's stuff, particularly Gramarie (http://www.giantitp.com/forums/showthread.php?t=252794).
