Just wondering how this works together.

Cooperative Metamagic means you ready an action to use Innate Spell on a , and Innate Spell means you give up spell slot of the same level as the spell to give someone 3/day Spell-like ability, permanently.

Cooperative Metamagic (Su): At 2nd level, an incantatrix gains the ability to apply any metamagic feat she possesses (except Silent Spell, Still Spell, or Quicken Spell) to a spell being cast by a willing allied spellcaster. The caster need not prepare the spell in metamagic form or in a higher-level spell slot; the incantatrix simply modifies the spell during the casting. Using this ability is a standard action that provokes an attack of opportunity, just like casting a spell, though the incantatrix can use the Concentration skill with this ability as though she were casting defensively. The incantatrix must ready an action to use cooperative metamagic when her ally begins casting and must be adjacent to the caster. The incantatrix must make a Spellcraft check (DC 18 + [3 × modified spell level]) to succeed. “Modified spell level” is the level of the spell slot that the spell would occupy if it were prepared with the metamagic feat applied. Any spell level increases from metamagic
feats that the caster applied also count toward the modified spell level. For example, if an incantatrix applies the Maximize Spell feat to an ally’s chain lightning spell, the modified spell level is 9th (6th for the spell, +1 for the Maximize Spell feat), and the DC is 18 + (3 × 9) = 45. If she applies the same feat to an ally’s silent chain lightning spell, the modified spell level i s 10th and the Spellcraft DC is 48. An incantatrix can use this ability a number of times per day equal to 3 + her Int modifier.

So; 1 - Who pays this cost; the Caster, or the Incantatrix?

2 - This seems outstandingly abuseable from Temporary Clones (although possible on a Simulacrum/Ice Assassin, it seems a waste considering it's now permanent), provided that the Incantatrix pays the cost, such as Body Outside Body; while the Incantatrix would need to give up one spell slot already to take an Innate Spell, this would allow any Clone gained from Body Outside Body to cast Co-operative Metamagic Innate Spell to give up one of their own Spell Slots (which they do have, they just cannot cast spells - incidentally allowing Reserve Metamagic to function as well for shiggles) to permanently grant the BOB caster the Spell-like Ability, the cost of which is gone after Body Outside Body runs out of time.

Innate Spell isn't a metamagic feat. At least not in its latest printing (http://dndtools.eu/feats/complete-arcane--55/innate-spell--1649/) from CA, which replaces previous printings. The process of acquiring a SLA, and giving up a spell slot to power it, is properly a general feat, unrelated to modifying the effects of a cast spell like metamagic does. Since it's not metamagic, it's not something Incantatrix Cooperative Metamagic can modify.

Cruiser is right, though of course you are right about how body outside body is very easily abused. SLAs are not prohibited, so grab arcane disciple (luck), grab a level of archmage, and make miracle an SLA. Voila, you have clones with miracle.

Ah, that answwrs that. The Innate Spell i got was from the PGtF books. Sorted.

However, having read that update, is there any way to get spell slots of 17th level pre epic? :P

I believe the quickest way to getting innate spell on a 9th level spell that doesn't involve the chaos shuffle is:
Wizard5/incantatrix10/something3/chameleon2/incantatrix+6 or+9/human paragon3 (if going to incantatrix16)/loremaster1. This gets you the ability to take 8 epic feats to get improved spell capacity enough times for 17th level slots, at which point you can switch your chameleon feat to innate spell (anything). Incantatrix can be replaced by anything that has the same epic feat progression, and has improved spell capacity as an option for its class granted epic feats.

That wasn't intended to be a pre epic solution (also, it uses only 30 levels, reread it). Pre epic solutions approach Pun Pun levels of cheese. One option is psion4/wizard1/metamind10/wizard1/void disciple4. You need to use shenanigans to be able to cast level 3 spells to qualify for void disciple, but once you do, you can spam temporal reiteration (Comp. Psi. power) while under the effects of metamind's capstone for unlimited power points indefinitely. A side effect of this is that any buffs on you never run out, meaning you can use void disciple to grant yourself feats that you can use regardless of whether you qualify for them, and the duration of that buff will never run out, so over a period of time, you'll get every non-ancestor feat in the game.
