When a PC becomes an outsider, do all of their base statistics from classes get overwritten by the subtype?

For example, a 20th level druid becomes an outsider. Is there health from now on 20d8, instead of 20d6? Is the skill progression 8+int for every level after 21st?

No. The statistics of Outsiders only apply to Outsider racial hit dice. All you get is 60ft Darkvision, simple and martial weapon proficiency, and no longer eat or sleep unless you're a Native outsider.
