I've heard of people designing maps in Microsoft Excel (though I don't think there's any reason another spreadsheet program wouldn't work.) You set the cells to be square and use the border tools to draw your rooms, walls and so forth. If there's something you want to note in a specific square, you can change the cell color or just type it into that cell and you should be able to paste pictures from elsewhere (read, Google) in if you like.

It's not ideal and isn't actually free, but if you've already got it and don't want to spend money on something else, it should do the job. Me, I use graph paper and a pencil, but I've been meaning to give Excel a try.

Visit Myth-Weavers (http://www.myth-weavers.com/generate_dungeon.php?), there is a dungeon generator.

EDIT: Disregard my random dungeon generator. You need a program to do your biding. I'd suggest you Inkscape.
Why? Its not hard to learn how to use it, it tolerates mistakes, and you can do wonders with it. On top of everything you can make your own custom icons.

roll20 has worked well for me, but it isn't for everyone.
