No this isn't my PC, its the BBEG of a campaign im running, ive got his feats and other things roughly thought out, i just can't figure out what the stats of an Ulithard is, i would appreciate some help.

i know its in the book, i was just wondering what their stats would be as Characters, as in if i rolled them, they have a lvl adj

Rule of thumb is: Even stats, subtract 10, odd stats, subtract 11, and then you have its Ability Score Adjustments.

You pretty much play them from their statblock, with the exception of the stat adjustments that RestlessImp outlined and the feats you pick.

Ulitharid does indeed have a level adjustment of 9, plus their 12 racial HD give them an overall ECL of 23. I'll direct you to Urpriest's Monster Handbook. (http://www.giantitp.com/forums/showthread.php?t=207928) It's very helpful.
