IS flying at " Twice your normal speed " as per a spell, the same as a race that says FLY: 2 X Base Land speed

if not does this mean said race which has a base land speed of 50
can then fly 200 ?

A half-celestial has feathered wings and can fly at twice
the base creature’s base land speed (good maneuverability).

Question is flying at twice base land speed the same as twice your normal speed in the above example?

Okay, from the looks of it, "normal speed" is probably referring to the character's land speed.

based on your statement then I would go with if base creature has a base land speed of 50 then with celestial it flys at 100 then with visage flys at 200
... i am not certain on RAW effect ? but it seems to work

That's not based on my statement. That's actually the opposite.

In my opinion, the flight effect from the spell wouldn't be any better than the half-celestial's natural fly speed, because they are (by my reading) both doubling the creature's land speed.
