There's also a 1st level only feat that does what you describe. It's in Races of Destiny. I think it's limited to characters with human heritage.

Alternatively, there's Open Minded out of the Expanded Psionics Handbook. It gives five skill points every time it's taken.

Erm, you can never have more ranks than level +3. There are plenty of ways to get extra skill points, but the level + 3 thing is set in stone.

Priamry Contact from Cityscape is the usual method, but it requires 2 feats for a single rank in a single skill, so it's not worth it unless retraining/reformation is allowed.

It's also worth pointing out that Primary Contact gives a single skill rank when you take it, not a continual +1 rank exception for the skill. So the very next level you're back to the standard (levels + 3) maximum skill rank limit.

Still sounds like early prestige class entry fuel though. Then after that you don't need it anymore.

Thanks - it was Primary Contact, and yes, I was looking at it to get in to a PRC early in a E6 game
