Would you allow one to benefit from the swiftblade's class features while under the effects of a swift haste spell?

Yes, since it explicitly calls out haste in its description. If it didn't trigger Swiftblade class features like Haste does, it wouldn't be working "as haste."

I would still require the use of actual haste to qualify for the class, otherwise yes.

Isn't swift haste a ranger spell only?
I guess it should give you everything but the Capstone effect.
Sudden casting is a lot less awesome than it was (still good though), and of course rangers only get up to 4th level spells (mystic goes to 5th, but uses wizard spells anyway) so you can't use a high enough spell slot to get the timestop.
