Thrum worms and ankhegs from Races of Stone are only 1500gp (without a saddle or food or anything), which may fit in your budget. I'm sorry it it is too expensive. The Thrum worms are really awesome, because they have a burrow speed!

Undead mounts are 25gp/hd. They are more loyal and obedient than anything else you are likely to run across, and the variety available is wonderful. From the simple skeletal horse, to the ever impressive zombie dragon. And the best part: no maintenance costs. Evil clerics can make your ride rougher, so be careful.
