...what could be ideal? Dread Necro? Cleric? Barbarian?

Given the lack of a constitution score and the fact that it already has d12 hit die, I wouldn't suggest a Barbarian.

Given the dust swarm vortex ability, I'd suggest classes that grant a lot of standard action abilities. A warblade might not be a bad idea, since it will start with a good initiator level.

what "standard actions" come to mind?

Almost all martial maneuvers from Tome of Battle are standard or swift actions, so that would pair nicely.

Alternately, spells tend to be standard actions too. With 19 charisma, a Sorcerer might be viable.

As a third option, invocations are are also generally standard actions, so a Warlock or Dragonfire Adept might work as well.
