So scorching spell is 50% of the damage happens no matter what for fire damage. for +1 spell level adustment

City magic is

50% of the damage no matter what type it is, as long as in a city does damage. With -0 spell level adjustment.

Now taking out the fact, you might not be in a city, which is a fair argument to say unless you are adventuring in the city.

It would seem overall, the thematic and overall ability of the spell make it superior

Just use a wand of Acorn of far travel on an oak tree in a city, BOOM you are always in a city as long as you renew the spell.

Damn. Too bad this isn't a core combo, I've got a game where that might be really helpful coming up.

Searing Spell completely ignores Fire Resistance and does half damage against Fire Immunity. City Spell makes half of the damage effectively untyped (and if there is a critter out there with 'City' Resistance, it probably should be mentioned in the Obscure D&D Things thread) but Resistance still applies normally against the rest. So Searing Spell is more effective, in that it does the same thing as City Spell against immunities and deals more damage against resistances.

Having a 0 spell level adjustment is a pretty strong point in City Spell's favor, tho, and if you know you're going to be in urban environments to use it most of the time (or can force yourself to be considered as such regardless) it's a good deal.
