cant remember what book the spell is in, but any spell that has the target of as an entire city, has to have some fun ways to screw around with it

Either you are a troll or your google-fu is terrible. "The Locate City - Bomb" not RAW legal, but sure to incite a very long thread about how it is and why not. *sigh*

It's much more horrifying than that. Locate City doesn't just "has the target of as an entire city," it has "Area: 10 miles/level radius circle, centered on you."

To put that in perspective, the distance from the southern tip of Staten Island to New Rochelle is about 38 miles, thus a caster level of only 2 would be required to get basically all of New York City in the area of effect. Putting together all the pieces of the Locate City Bomb is hard to do by level 6 without taking flaws and maybe some other shenanigans.

Assuming you believe locate city is a valid target for flash frost (which it isn't, but let's have some fun and pretend), it's much easier to just apply fell drain to it, rather than all the nonsense of born of three thunders, explosive spell, and whatnot.

Edit: also, if you believe locate city is a valid target for flash frost+fell drain, then so is legend lore, frankly. It has the wonderful range of unlimited. :smallbiggrin:

I wonder if crystal spheres contain the devastation, or if you can simply extinguish the Prime in one fell*swoop. (Which would, of course, inevitably lead to the decline and disappearance of all the Outer Planes as well; Inner and Transitive Planes wouldn't be affected all that much, though.) *Get it?

Locate city doesn't target anything, but that doesn't stop people from talking it up. :smallbiggrin:

Edit; I was apparently thinking of discern location that has an unlimited range.
