Based on Pathfinder rules, am I right in that the shortest medium sized human is 4' 10"? I wish to maintain Medium while being as short as I can according to the rules.

The shortest human male is 5'. (4' 10 base, then a minimum roll of 1 on both d10 modifier dice = 2 more inches, which gets you to 5'.)

The shortest human female is 4' 7 for the same reason.
