Since pixies are already tiny creatures, would this power have no effect on them, aside from the stealth bonus?

Only if you think there's no difference between a pixie and a housecat. It's not as useful for a pixie as another character, but the point of Skittering Sneak is to change shape into a creature that's (a) meant to be there and (b) something people are going to talk in front of. No one's going to talk freely in front of a pixie - but a cat or a rat can hide in plain sight.

But the Wild Shape power lets you polymorph into a creature of your own size, so pixies already polymorph into tiny creatures. So I guess the only real benefit is the stealth bonus?
