The feat Extra Spell from complete arcane reads as follows:

"You learn one additional spell at any level up to
one lower than the highest level of spell you can currently
cast. Thus, a 4th-level sorcerer (maximum spell level 2nd)
gains a new 0-level or 1st-level spell known with which to
expand her repertoire. For classes such as wizard that have
more options for learning spells, Extra Spell is generally used
to learn a specific spell that the character lacks access to and
would be unable to research."

Now you'll notice that it doesn't make any any distinction between who can learn what. So my question is could a 10th level cleric use this to learn fireball, or a 10th level sorcerer use it to get Divine Power?

More accurately, can an arcane caster use it to get divine spells, or a Divine caster to get arcane spells?

No - because it does not state that it grants access to a spell not on your spell list - just that it gets you an extra one.
In the absence of the text saying otherwise the normal limits apply.

From the 3.5 FAQ:


Can the warmage (CAr) benefit from the Extra Spell feat?

No. Extra Spell lets you add one spell to your list of spells known, but the spell must be taken from your class spell list. Since the warmage already knows all the spells on his class spell list, this feat has no effect.


Can you take spells from spell lists other than your own with the Extra Spell feat (CAr 79)?

The Extra Spell feat allows you to choose a new spell, but it does not remove the restrictions of how you would normally pick your spells—so they must be picked from your own spell list.
