Looking over the base classes: seems to be 'no'.

The Divine Bard changes their spell type to divine (and only keys one of the three aspects of casting to WIS anyway: the two more important ones still run off CHA). And every non-Wiz/Sorc/Bard class that's arcane from other books seems to use INT: Beguiler, Wu Jen, Duskblade...or CHA for Warmage, etc.

Geomancer is a PrC that does enable you to shift the control stat for save DCs from INT/CHA to WIS (or back), but only in a fairly limited way and it requires 2nd-level spells in both arcane and divine for entry in the first place. And does not affect bonus spells per day in any way, to my knowledge.

You'll probably need homebrew if you really want such a thing.

Yes - the Unseelie Dark Hunter casts a small number of Arcane spells that are based on his Wisdom.

Yeah, I think it's purely homebrew for this. Well, homebrew and Arcane Swordsage, which will require homebrew in the first place to actually run.

3.5 or Pathfinder? PF has the Empyreal Sorcerer (http://www.d20pfsrd.com/classes/core-classes/sorcerer/archetypes/paizo---sorcerer-archetypes/wildblooded/empyreal).

Is there any RAW way to abuse this to get arcane nines based on Wis?

I don't think so, since they only get 4th level spells, and the earliest you can get there is level 12. Even if you argued that Uncanny Trickster and Legacy Champion could boost this (which they can't, because casting isn't a simple variable that depends on level) you could only get 7th level spells at best.

Dunno about 9th, but you can get a 8th ones.
1. After 7th lvl multiclass into the Nar Demonbinder (http://www.wizards.com/default.asp?x=dnd/ex/20030502a&page=2). (Not sure how to get Summon Monster prereq.) At 19th level you can cast a 8th lvl spells.
2. Grab an Arcane Disciple feat. This way you can cast Wisdom-based arcane spells from this domain.

Not abuse at all, but still...
