Kaorti resin

I've seen people talk about Kaorti resin from the Fiend Folio and how it makes your crit multiplier x4. I finally bothered to look it up and the book actually just lays out a new exotic weapon (ribbon dagger.) How do they extrapolate that you can make other weapons out of it and it gives you x4 crits. I read it as a specific weapon, nothing more...

I don't have the Fiend Folio, but this (http://www.wizards.com/default.asp?x=dnd/re/20031014a) has it. It mentions FF page 110; maybe you missed the details in some fluff text like it is here. Or it's not stated clearly in the book, and that webpage is where it's from.
