Exotic Armor/Weapons from Races of * Books

Are there any ACF's or other methods of gaining proficiency in these new items without burning previous feat slots? I seem to recall seeing something about being able to trade existing proficiencies for those but cannot find it.

For exotic shields a fighter can trade proficiency with a tower-shield to get another shield proficiency.
In regards to exotic armor, getting the ACP to 0 means one effectively has proficiency with it.

The thing about trading racial proficiency is in Complete Warrior somewhere. For example, a gnome could trade its martial proficiency in the gnome hooked hammer for gnome quickrazor, as they are both gnome racial weapons.
