I'm making a druid for the newest campaign of my group. He rides his viper and is going to become a Halfling outrider. Does anybody have a suggestions on how to make my snake a better mount?

Nope, I have never done anything like this.
If you have Dragon Mag, using my Ubermount would.

Otherwise, things like Exalted Companion (BoED) would be good.

Can you give us more info on the game that will help? Typical helpful stuff would be:

- What level are you starting at?
- Are there any restrictions on books allowed, etc?
- Are you starting play with a typical character's "wealth by level"?
- Any special campaign restrictions (eg, disallowed magic items, spells etc)

These will help us give you more useful advice

Perhaps you an glean something useful, even if you don't want a baby gold dragon mount. :-)
