Ability Increases in DMG NPC

I'm reading about how to make a NPC Sorcerer in the DMG and the sample confuses me because scores in brackets start increasing each level. I've been Googling but I don't see how this works.

DMG Page 124 the ability scores start increasing every level starting at level 14 in the brackets. Can someone explain what that means?

Ahhh, I see. I didn't think they would include gear in that part. I thought it would be more basic but now that makes sense.
