Hi guys, I'm pretty new to the whole min max process. Dont know any of the ins and outs. So I have come here to get professional help.
Basically I'm looking to make a chaotic evil rogue. This is a fairly evil campaign, I did have a vow of poverty cleric/Monk.... but since my party turned real evil, playing that character isn't much of an option, not to mention the party basically attacked that char cause he was being a goody goody.
So I'm looking to make a semi-maximized rogue/assassin.
This is kinda dragon race flavored campaign.... so I was thinking the kobold options would be fun.
Currently the party level is 2.
I found this guide but, it is rather confusing since it doesn't give any definitive information regarding rules...

If you guys could offer any suggestions can you point me in the direction of the books that contain the rules I need to use?
