Does Fast Healing allow one to recover from Ability Damage quicker?

Nope, just Hit Point damage.

Tanuki is quite right. If you're looking to heal or prevent ability score damage, your two best bets will likely be the Naberius vestige from Tome of Magic (requires a level in Binder) or the Strongheart Vest soulmeld from Magic of Incarnum (which, IIRC, you can pick up with two feats).

Seems strange that there isn't a creature ability to heal ability damage faster.

Eh, not really. Lots of creatures are just immune to ability damage instead.

This is a Hellfire Warlock we're talking about, I presume?

Plus you can cure it pretty quickly with lesser restoration anyway. (For spellcasting mobs.)
