I'm wondering if the Serrated weapon quality from the Mercenaries book (+1 damage and +1 to crit range) stacks with Keen. If it does stack, does it add +1 to the range before or after Keen is applied?

I don't think so, 3.5 Imp Crit doesn't stack with other things to improve crit. To improve your crit range further, you either need a good typo (Ninja-to, OA), or something that makes an exception (Disciple of Dispater, BoVD).

I've seen it mentioned before, so I guess it's fairly popular, but it's not an official 3.5 of PF book. So, first make sure the book is allowed in your group and probably go ahead and ask the DM about that specific stacking too.

By RAW if it doesn't say it doesn't stack it does.

Precedence however says it shouldn't, as a general rule nothing stacks with keen and only Disciple of Dispater stacks with Improved Crit. You should also keep in mind that if the book is old it may have been written for 3.0 where Improved Crit and Keen stacked.
