Is there a spell or power that can completely dominate the mind of another? Even forcing it to commit self destructive acts like killing itself or hacking off its limb?

Magic Jar allows you to possess a creatures body and do whatever you want to it. If you kill yourself while in another creature's body, you return to the Magic Jar and the creature just straight up dies iirc.

The aptly named Death Urge (http://www.d20srd.org/srd/psionic/powers/deathUrge.htm) power can do that.
