Is much possible with a CHA spell caster archer or to self limiting?

Easily possible; the feat Charming the Arrow (http://www.wizards.com/default.asp?x=dnd/fey/20030815a) allows you to make Attack Rolls using your charisma if you can manage to get the Fey type (possible to acquire for LA+0 with Dragon Magazine Compendium's Unseelie Fey template), which solves the major problem for being a Charisma based Archer. Acquiring proficiency and a good attack bonus isn't impossible for a Spellcaster, and shouldn't slow you down much.

If Charming the Arrow isn't open to you, it is possible to make a Charisma based caster Pseudo-DEX based by being an Illumian, which will let you scale your Bonus spells per day and (IIRC) maximum spell level cast off of DEX with the right sigils.

Well, archery depends on either a ****load of feats, or bonus damage. Luckily a bard (a cha caster as you put it) is proficient with bows and can get bonus damage easily as a silverbrow human. Besides, most of the feats boosting bardness can be gotten through trading songs.

for instance:

ACF: healing Hymn instead of fascinate

ACF: Song of the heart instead of suggestion

spell: HarmonyInspriational Boost (SpC): +1 to IC

Equipment: MW warhorn (+1 to to hit bonus on IC, Lose save bonus against Fear)
Composite bow (str. mod adjusted to ab. scores [X]): 1d6+X

Total damage after DFI:

DFI: 2d6
Horn: +1d6
Spell: +1d6
SotH: +1d6
WoC: x2
bow: 1d6+X

tot. 10d6 fire + 1d6+X piercing (/magical depending on bow enchantment) at 6/1 bab, and bard 8 is an excellent point to branch off into other directions (preferably something advancing IC, else get Chaos Music from dragon mag which allows you to count +4 up to max HD as a bard concerning bardic music). Also get a vest of legends which adds to your IC.

Next feats are archery feats like Precise shot and the like.

Absolutely. Charisma is the biggest beneficiary of the "X Stat to Y Bonus (http://www.giantitp.com/forums/showthread.php?t=125732)" phenomenon in D&D. In addition to Charming the Arrow, a Bard can wield the Bow of Songs (Magic Item Compendium, p. 48) and expend a use of Bardic Music in order to add their CHA to the to-hit and subsequent damage rolls on a per-attack basis; the Gauntlets of Heartfelt Blows (Dragon Magazine Compendium, p. 136) add your CHA modifier as fire damage to all attacks; and Slippers of Battledancing add your CHA modifier to your to-hit and damage rolls every round you move at least 10 feet before attacking, as long as you have 5 ranks in Perform (dance), which would have compelling synergy with a Scout character, as well. If you're willing to dip Ranger, three levels in Eldeen Ranger (Greensinger) gives you CHA to saves, although a two-level dip in Paladin does very much the same thing anyway (just dip Paladin of Freedom for consistent alignment). Really, though, a CHA-based Archer would be more than suitable as a single-classed Bard (for the reasons listed in previous posts as well as general CHA and item synergies).

Bow of Songs (MiC) lets you spend bardic music as swift action to get CHA as bonus to next attack & damge rolls.
