Overchannel feat
Wild surge class feature
Torc of power preservation will reduce the cost by 1 PP which allows to spend more PP
Metapower feat IIRC
Dominant ideal mane ardent (suffering has hostile emphatic transfer IIRC)
Increasing ML.

Thatvis pretty much it as far as I know.

If you overchannel to augment hostile empathic transfer, can you transfer the overchannel damage?

The feat Midnight Augmentation from Magic of Incarnum is probably what you're looking for. Allows you to invest essentia to reduce the augmenting cost of a specific power, no more than the power's level. For this particular power, you could invest three essentia to decrease the cost to augment it by three, effectively granting you three additional levels of augmentation.

The Spellgifted trait (http://www.d20srd.org/srd/variant/buildingCharacters/characterTraits.htm#spellgifted) could easily be adapted to psionic disciplines, and if you're already going to be using Practiced Manifester the drawback is irrelevant.

Soul Manifester (http://www.wizards.com/default.asp?x=dnd/psm/20060217a) could be a decent choice, especially considering Midnight Augmentation.

Edit: If you want to make a psionic 'boss' opponent last longer, give him a psicrystal and use the power Share Pain on it. It has Hardness 8 so every instance of damage it takes from Share Pain gets reduced by that amount, regardless of the damage type of the original attack. He can manifest Vigor and share it with the psicrystal so he'll get an hp cushion that's effectively 10 hp per powerpoint spent. Keep the psicrystal in a compartment that opponents won't have line of sight/effect to so that it can never be attacked directly and doesn't get hit by area effects. It can even wear a Healing Belt and possess charged items (magic oils, possibly wands since it gets its own HD and thus skill ranks for UMD) to use on its master during combat.

Thatvis pretty much it as far as I know.Note that you can either boost your manifester level or you can lower the amount of power points you spend on a power, which means you get those for "free," and can continue to spend until you're actually at your max.

There's also:

--The orange ioun stone (from the DMG) -- +1 ML
--The Midnight Augmentation feat (from Magic of Incarnum) -- +1 ML for one power per essentia invested
--The Practiced Manifester feat (from Complete Psionic, assuming you have more HD than manifester levels) -- +4 ML up to your HD
--The karma prayer bead (from the DMG) -- +4 ML for 10 min
--Bloodlines (from Unearthed Arcana) will boost your ML for each "level" you take -- +1 ML per "level"
--The Earth Power feat (from Races of Stone) +1 ML
--Power Link Shards (from Magic of Eberron) -- triple your PP output above your ML 3/day!)

If you find a way to take the magic mantle (ardent, the Don Mantle feat, mantled wilder ACF, mantled erudite ACF, mantled warrior psywar ACF), there're a lot more potential boosts. Such as:

--The Supernatural Transformation (Psionics) feat (from Savage Species) -- boosts your ML up to your HD, no matter how high that is, and has lots of other benefits, too
--The Reserves of Strength feat (from the Dragonlance Campaign Setting) -- +3 ML and uncaps any numerical benefits to powers (such as the stupid cap on Tornado Blast)

There are more, too, if you look hard.

Note that technically, none of these suggestions actually break the limit; they simply raise the ceiling or lower the floor. The golden rule of psionics still applies.

(such as the stupid cap on Tornado Blast)

PF uncapped it. Huzzah!

Ah, I actually missed that mentioned above.
