I'm putting together an Enchanter Wizard (using the ACF that adds the social skills to my list). My build will be rather simple, Enchanter and Master Specialist up to level 4. The character is a former advisor/diplomat, so he will focus on his social skills, augmented with magic.

Can anyone suggest any feats or PrCs that would help the build?

In the Complete Book of Eldritch Might there's the Diplomancer prestige class (yes it really is called that) that you can try. Maybe Half-elf, for racial bonus and access to half-elf only feats in Races of Destiny. One of 'em is Sociable Personality: lets you re-roll diplomacy and gather information checks; unlimited uses per day but can only be used on a given check once. The other feat changes synergy bonuses from +2 to +3. Otherwise, skill focus and negotiator can work.

If you're using UA rules, then try shooting for Prestige Bard; Get to add bard spells to your spell list (Glibness!) and get a +2 to CL for divination, enchantment, and illusion.

In the Dragonlance Campaign Setting there is a Noble class that was ported over from the Revised Core Star Wars rules.
The Complete Scoundrel Mountebank prestige class has some nifty abilities, such as adding Int to Bluff, though it does not advance spellcasting. One dip into Spymaster, from Complete Adventurer, gets a permanent Undectable Alignment.
