Permanent Daylight

It is what it sounds like. I'm running a campaign next school year and if it goes well enough that they want a second semester's worth, I'll steal the nymph lich (http://www.wizards.com/default.asp?x=dnd/eo/20070401a) and her vampiric plants. Except to fit the theme of plants, I'd use the sun vampire (http://www.giantitp.com/forums/showthread.php?t=275088) template instead. What I want to know is if there's any way for her to get a permanent daylight affect. And you are allowed in this challenge/request to change spell selections

Stronghold builder's guide has the Bright Luminary that is a 4 foot wide half-sphere of steel that sheds Daylight in a 60 foot radius. It comes with a shutter to block the light when you don't want it, but that piece is optional so no one can turn it off for you.

You need craft wondrous item, daylight, and the price is 6000 gold.
