Does it level like a Druid or rangers companion or is it static?

if you look ever so slightly lower than the holy liberator celestial companion description, you will notice that there is a table to which you may refer. I would estimate that it is around the bottom of the page.

Thanks for the reply but I already read that. My question was whether or not there is further growth im already at 23rd level so the table no longer increases.

The epic progressions for most PrCs are left open to DMs to homebrew; there is no true answer. To have it not continue to progress, though, would make the companion increasingly unable to contribute to adventures, so it likely ought to follow some further advancement, yes.
