It could possibly tie into his whole spiel about Elan immortalizing (http://www.giantitp.com/comics/oots0763.html) Tarquin whether he defeated him or lost. Presumably Elan would take down the Empire if he won.

Either Elan accepts his Daddy and becomes his successor in ruling the nation from behind, or he fights him and wins, ending Malack's grand plan for the continent. Or Elan won't engage and vampires will take over. Tarquin believes Elan is the leader of sole adventuring group that could possibly stop him.
