Shun gets horrible Bab weaker than Normal casting that are already divine.

Hexer gets full bab ,, full caster progression , neat hex abilities , and one extra spell every other level.

Does it through the build into duskblade territory or more along melee sorcerer?

Edit: what race would you personally pick for it?

Neanderthal is primitive, no penalty to Cha, and all around fun. The closet analogue would be the jester from Dragon Compendium. Debuff abd heavy casting with a 3/4 BaB.

Question on one part

Hex (Sp): At 1st level, the hexer gains a gaze attack. He can use this ability once per day at 1st level and twice per day at 2nd level. Thereafter, he gains one additional use per day of this ability for every two hexer levels he acquires.
Activating this power is a standard action, and it lasts for a number of rounds equal to the character's hexer level. Each round, the hexer's gaze attack automatically works against one creature within 30 feet that is looking at (attacking or interacting with) him.

Does this mean, that it takes a standard action to work, and then automatically anything you look at , even if you are casting spells or attacking to someone, the turn afterwords is affecting by it still?

Round 1, Activate Hex

round 2 , Swing sword at someone, who you are looking at while you attack is affected by Hex?

They need to be attacking you, interacting with you, casting a spell/SLA, etc. Once you burn the initial standard action, one dude who meets the criteria per round needs to make the save. It is almost taking a free action during someone else's turn.
