is this Prc Amy Good? I was looking at it and I am seeing no downside to it...

Seems weird to have an academy for magical prodigies who call upon their bloodlines for eldritch power... but... whatever...

The prestige class seems like it is fluffed for a wizard with the SQs, but all in all it looks solid if you can get your GM to approve it. Considering that the sorcerer spell list is fairly limited, I don't know how useful multiple types of thesis abilities are, so probably best to pick one and just keep pushing it higher and higher as a specialist sorcerer.

That was my intent, yes.

From what i can read, the fluff is that sorcery in the setting isn't inborn, but thanks for the input.

Welcome to the mess that was the Age of Mortals (the Fifth Age) in Dragonlance. It... wasn't a good time for the campaign setting (which, to be fair, was when TSR was failing). TSR switched the setting to SAGA, which used cards instead of dice, meaning that all of the 2nd edition players got left out. They also changed the setting itself to be almost unrecognizable: all of the old gods were gone, villainous Mary Sue dragons ruled the world, all of the old magic stopped working, new power centers took power, the novels were not that good, and so on and so forth.
