Body outside body allows you to make copies of yourself, these copies have non magical versions of your gear and 1/4 your hit points at the time you cast the spell, are these copies based on your base stat scores and race/size or do they copy your modified scores and size. (such as being huge if you cast giant size or being dragons if you were shape shifted)

Unknown. The spell text is ambiguous, so it's ultimately up to the DM. The real question is do Body Outside Body clones have a copy of all your buffs, or do they appear unbuffed? The spell says it creates "indistinguishable duplicates" which implies buffs are included. However it also lists exactly what's duplicated which is "ability scores, class levels, skills, feats, and memories" which doesn't mention buffs and so implies buffs aren't included.

Including buffs has much more potential for abuse (for an already very abusive spell), so for balance purposes a DM who allows the spell in the first place may want to rule the clones are unbuffed.
