Bob makes a DC 20 Clarity of Vision check:

Upon spotting Chip, Bob goes kamehameha and uses a move action to form the ki ball and a standard action to make a ranged touch attack on Chip.
Chip's touch AC is 20 (10 + 8 dexmod + 2 insight...PHB is actually silent on insight bonuses to AC, but I'm assuming it's intended to work like a dodge bonus)
Bob's ranged touch to hit is 15 BAB + 4 dexmod (19) and so even on the roll of a 1 hits. But what we really want to see is: Does it crit?
To hit: [roll1] edit: Ah so close. Just realized Chip is large so Bob gets a +1 to hit and Chip a -1 to hit, in case it comes up later.
To crit (if threatens): [roll2]
Damage: [roll3] x2 on crit
Chip HP: 151-15 = 136
And it's Chip's move.

Chip healed up the 15 damaged a while back, actually. I hadn't known you had this thread. No dice rolls for me this turn.

guess it won't let me add rolls in.

edit: forgot again, blech, it's -4 from having to hover so 23 total ms, however that means the total DC is 58, no dice on location.
Hearing is a different matter, DC 10 (moving half speed as overland flight can't hover) +15 for distance total DC 25
