So I'm fairly certain it works like this but I'm just trying to double check.

To make a magic item the earliest you could make it (barring anything like "requires Caster Level 12") is determined by caster level required to cast the spell correct?

For instance to make a wand of haste you'd need a caster level of 5.

As a secondary part to this question. If the first part was answered in the affirmative then does this mean that items can be made of 4th level paladin and ranger spells with 7th level caster level.

Sadly, no. Item creation requires you to be able to expend the spell into the creation of the item necessarily. So while you'd have the caster level for it, you wouldn't actually be able to cast the spell in question, and thus couldn't create an item of it.

Artificer?

Warlock Imbue Item?

Never played Eberron, so I never got around to looking them up. Don't know if they are an exception. But it'd have to be an explicit exception to allow them to make objects as if they had the Caster Level but lacked the spells.

You have to know the spell in order to make the item. Both of those get around that by stating that they don't need to know the spells. Artificer needs to make a UMD check, Warlock just doesn't need them.

"Note that all items have prerequisites in their descriptions. These prerequisites must be met for the item to be created. Most of the time, they take the form of spells that must be known by the item’s creator (although access through another magic item or spellcaster is allowed)." (http://www.d20srd.org/srd/magicItems/creatingMagicItems.htm)

Second paragraph.

Exactly but the only two limiting factors except in specific cases are knowing the spell (which can be gotten around by the artificer, warlock, and other builds) and the caster level. Right?

That and having a Masterwork Item. Which might be a problem if you can't find one to buy or you lack the appropriate Craft skill.
