I apologize for doing this, in advance, but I need to have a villain tomorrow afternoon, and unfortunately, I'm pressed for time with various other things.
I need a suitable fight for a party of 7 (ECL ~8), including a healer, fighter, wizard, and sorcerer, plus incompetent extras.
I figure on having two Bloodhulk Giants for some meat while the necromancer (who is just an underling of the BBEG) flings around necromantic magic and taunts the party.
Can someone roll up a suitable scary villain, and give him a decent spell list?
Ever so grateful if you could

Two questions:
Are you using 3.5 or PF? What CR are you aiming for?

If you are using Pathfinder, either of these may do CR 8 necromancer (http://www.d20pfsrd.com/bestiary/npc-s/npc-8/rolth), CR 10 necromancer (http://www.d20pfsrd.com/bestiary/npc-s/npc-10/undead-creator-human-necromancer-11). Converting them back to 3.5 shouldn't be hard- every spell they have pretty much is a 3.5 spell, and their hit die needs to go down a notch.

If you're playing 3.5, I've found this (http://www.pathguy.com/cg35.htm) site to be very useful for whipping NPCs (or characters) up quickly. Scroll down a bunch, it's a Javascript program that streamlines character creation, works pretty well.

it's 3.5 but I'm not afraid to use alittle pathfinder. The players dont need to know anything about it.

Thanks guys. that helps alot.

The Death Master from Dragon Compendium is a necromancy themed caster who gets an undead companion similar to the Druid's animal companion.

I have this (http://community.wizards.com/go/thread/view/75882/29209265/) to suggest, from the Character Optimization Showcase.

Those builds are always fun, but that one is specifically designed to be an NPC Villain/ BBEG.

Quick edit: You can run the character at any ECL; level 10 is (I think) a nice sweetspot, and (rather coincidentally) a level 10 PC character is equivalent to a CR 9 encounter; that should make it a fairly strong encounter versus level 7 PC's, especially if you give the DLotD some of his minions as well.

Second edit: Oooh, you said underling. So the flavor for that build might fall apart a bit. But it should still work!
