Is their a way to non magicaly buff your disguise skill, and besides the expert sets that add +2?

Well, in case you missed it, 5 ranks in Bluff gives you a +2 to Disguise as well.

Aid another is also helpful. There are rules in CA to get better than a +2 bonus from each helper.

You should, of course, be a changeling and take the 1st changeling rogue substitution level as your first level.
I agree. 1 level of Marshal (http://www.wizards.com/default.asp?x=dnd/ex/20030906b) for Motivate Charisma isn't a bad idea either.

Prcs which can give a bonus to disguise:
Cabinet Trickster (Races of Eberron)
Exemplar (Complete Adventurer)
Mountebank (Complete Scoundrel)
Spymaster (Complete Adventurer)

Feats which give a bonus to disguise:
Deceitful
Skill Focus (Disguise)
Racial Emulation (Races of Eberron)
Perfect Reflection (Races of Eberron)

Also, take the Assume Quirk and Second Impression skill tricks (Complete Scoundrel)
