The Fling Ally feat (Races of Stone) provides rules for throwing your allies if you have the feat, but lacks a 'Normal' section to describe the rules if you don't have it. Is it possible to throw your allies if you don't have this feat? If so, how exactly?

I don't know of any rules for it, but I would imagine it falls in the province of a Strength check.

As you can see, the question still stands. I know about Fling Ally, but I want to know if and how you can throw your allies if you don't have that feat. Is it even possible? How would it work with range increments, damage, attacks of opportunity etc?

RAW there is pretty much no support for flinging allies and it would be entirely under the purview or the DM to house rule something. I would personally work it as the thrower granting a bonus to the throwee's jump check if it is something they are allowing and would be treated accordingly by the rules for jumping as movement.
