I am not really familiar with the rule, but later I'll be looking in my 3.0 DMG to see precisely what it is - it certainly sounds interesting.

In general, I'd say that one level in a PC class is better than an NPC class, since basically all of them are just "class X but worse" (Warrior - Fighter, etc.). So yes, I think it would be a power boost. If it's too strong/too weak, though, depends on what you're using it for and your group.

Well, if all of your NPCs have only one level per NPC, sure.
