I'm working on a campaign that's going to have a lot of political elements and a lot of different factions that the players will interact with. I was wondering if anyone knows of any existing faction reaction systems available in either published modules or 3rd party. I want to take a look and see how they handle it so I can evaluate what I want to build.

My advice is... don't.

I mean, don't get me wrong - politics in a campaign is awesome, by all means, have the factions react to your players. But, such reactions are fluid, dynamic, flexible and fuzzy; the only reason to have a set system for handling them is if you're writing a video game, where you don't have the benefit of a human DM to decide how things happen.
