Character builder

Have anyone seen a character builder that allows you to build by level?
I assume most people know the generic character builder that sites like RPGcrossing use.
What I am looking for is one that would allow you to add a level at a time (kind of like layers). And later, you could take any ECL, and it will tell you the character you would have by adding up all appropriate layers.
So say you have a character you made to lvl 20, and wanna play her in a game that starts at ECL 5. You tell that to the Char builder, and it adds up layers 1-5, to tell you what feats you have by 5th level what powers, and so on.

Anyone seen something like this?

Not as much, but if you have a specific build in mind, you could just use Heroforge, and save copies of the character at different levels.

Honestly though, I'd advise against playing a character with a pre-conceived notion of exactly how they're going to grow and why, given that the environment and adventure should by rights have an impact on them, and effect the paths they take.
