I'm trying to find ways to negate experience costs for spells/powers. Is there a way to use someones trapped soul as a focus to negate experience cost? Any other ideas please share

The Book of Vile Darkness has some rules about how to substitute the souls of innocents for the XP costs of spells, yes.

I believe if you google Liquid Pain then you may find the answer you are looking for. I think it was introduced in Book of Vile Darkness.

Isn't that just for crafting items, rather than casting spells?

Oh, maybe so. I haven't read it recently, and the stuff is quite distasteful, really.

"Done brewing those potions yet?"

"Ah, no, have to go finish torturing the prisoner, first."

Ick. No thanks.

As per BoVD rules, Pain is very time inneficient (each dose of pain is worth 3 xp, and it takes a day to get one dose out of one creature, with a spell or with a magic item) and Souls aren't particularly efficient either, at 10 xp per soul (a flat 10 xp, not even 10 xp per HD).

The best way is to use sacrifices to get dark craft points. Each point is worth one exp and the minimum you can get from a given sacrifice is 45 (3x the minimum DC of 15, you can also set the DC how high you prefer, and said DC is for a Knowledge [Religion] check).

I usually let people go questing for materia that has a lot of magic in it. High end spell components, basically. They can use that in place of XP.

Play Pathfinder, they got rid of XP costs for all spells and crafting.
